As written, this an endothermic reaction. Since heat is absorbed by the reaction, this can be rewritten as

N2O3(g) + heat NO(g) + NO2(g)

Decreasing the temperature removes heat from the system so the reaction shifts towards the exothermic direction to replace some of the lost heat. The exothermic direction is towards reactants, i.e. to the left.
